Be it enacted by the Senate and House of Representatives of the United I¤‘l°* *° C°¤· States of America in Congress assembled, That the Joint Committee on §:1?:;:;°:°E::;m; Printing be, and they are hereby, authorized and directed to make the necessary provisions and arrangements for issuing the index of the Congressional Record semi-monthly during the sessions of Congress; that the Public Printer be, and he is hereby, directed to print an distribute the same number of copies of said semi-monthly index as he prints and distributes of the daily issue of the Record, and to the same persons and in the same manner; that the Public Printer shall employ such person to prepare said index as shall be designated by the Joint Committee on Printing who shall alsoiix and regulate the compensation to be paid by the Public Printer for the said workl and direct the form and pwd", manner of its publication: Provided, however, That the rate of compensation allowed for preparing the said semi-monthly indexes, including also their compilation into a complete session index, shall not exceed, for each page of the printed Congressional Record, the average that it cost per page of the Congressional Record for compiling the session ' p,.,,;,, index of the Forty sixth Congress: And provided further, That there may he employed and paid on said work, at times not interfering with their ordinary employment, persons who are also employed and paid in any other office or employment under -the Government. - S1 Stat., 516.
