That said bridge and accessory works, when built and con- "‘"" ’°“"°“*°‘ structed under this act and according to the terms and limitations thereof, shall be lawful structures; and said bridge shall be recognized and known as a post-route, upon which also no higher charge shall be made for the transmission over the same of the mails, the troops, and the munitions of war of the United States than the rate per mile paid for the transportation over the highways leading to said bridge; and said brid e shall enjoy the rights and privileges of other post-routes in the limited States; and ongress reserves the right at any time to regulate by appropriate legis ation the charges · for freight and passengers over said bridge. , num uelezmpb. Sec. 5. That the United States shall have the right of way for such postal telegraph lines across said bridge as the Government may construct or control, and equal privileges in the use of said bridge shall ‘ be granted to all telegraph comlpanies. That Congress sha1 have power at any time to alter, amend, or repeal this act, and the Secretary of War, whenever he deems it necessary, may cause the owners o said bridge to remove all material and substantial obstructions to the navigation of said river by the construction of said bridge and its accessory works, or to prevent such obstructions; and the expense of altering said bridge or removin such obstructions shall be at the expense of the owners of such bridge. ‘ comnrénccmeucand Sec. 7. Preamble- Whereas the United States have heretofore made various grants of public lands to aid in the construction of different wagon-roads in the State of Ore on, and upon the condition that such roads should be completed wigiin prescribed times; and Whereas said grants were transferred by said State to sundr corporations, who were authorized by the State to construct such wagon-roads and to rece1ve therefor the grants of lands thus made; an Wliereas the Department of the Interior certified portions of said lands to the State of Oregon upon the theory that said roads had been completed as required by the granting acts of Congress, and upon the certmcate of the governor of the State of Oregon as to such completion; and VVhereas the legislature of the State of Ore dn has memorialized Congress and therein alleged that certain 0% said wagon-roadsfin who e or in part, were_ not so completed, and that to the extent of the lands coterminous with unconstructed portions the certifications
