CONTINGENT EXPENSES: Contingent expensesfor stationery, furni- 0¤¤¤¤Z·>¤*¤¤r¤¤¤¤¤· ture, and repairs to the same; freight, express charges; subsistence, care, and purchase of horses; repairs of harness; paper, twine, advertising, dry goods, mats, oils, paints, glass, lumber, hardware, ice,' purchasing supplies, washing towels, and other miscellaneous supplies and expenses not otherwise provided for and necessary for the practical and eilicient work of the Bureau, ten thousand dollars. Expenses of the Weather Bureau, under the direction of the Secretary of Agriculture, for the benefit of agriculture, commerce,navigation, and other interests, as provided by law, namely:_ Salaries of three inspectors, whose compensation in the aggregate 餤e·¤¤¢<;•. f¤r¤¢=·¤¢ . shall not exceed five thousand four hundred dollars, thirty local tore- ° m S' ° ' cast officials, observers, assistant observers, operators, repairmen, messengers, and other necessary civilian employees, outside of the city of Wasliington, three hundred and forty-seven thousand one hundred and ninety-tive dollars; and the Secretary is hereby authorized to make Pr<>¤¤<>ll•>¤•. promotions in the service without prejudice to those transferred from the Signal Service of the War Department. All other expenses, itemized as follows: Maps, bulletins, and stationery for stations, and the main- Mum. bulletins. metenance of a printing office in the District of Columbia (including the hire of printers, lithographers, and other necessary working force), for printing of the necessary circulars, weather maps, bulletins, monthly weather reviews, and other meteorological data for distribution and display in the interest of agriculture, commerce, and navigation; for 'f¤¤¤l>·>¤•*l·>¤· transportation and legal traveling allowances of employees when traveling on business connected with the Bureau, including transportation of materials and funds; for meteorological and other instruments and I¤¤*¤¤*°¤°•·°'°- shelters therefor; for telegraphing or telephoning reports, messages, T¤l¢s¤l>l>i¤s·¤¤=- or other information; the special and regular circuits, drops, and rates for \Veather·Bureau Service, to be iixed by the Secretary of Agriculture by agreement with the telegraph or telephone company or companies pertbrmingthe services; for rents and other incidental expenses RMS-¤*¤· of offices maintained as stations of observation; for the maintenance and repair of seacoast telegraph lines; including the maintenance of <><>¤¤¤ ¤¤l¤s¤rl=¤- telegraphic or telephonic communications between Middle and Thunder _ Bay islands and the city of Alpena, Michigan; for river observations p0*jt';_°' '·°d ’*°°‘* ’°‘ and reports necessary for flood forecasts; ior storm, cold-wave, flood, sm.-m signals. frost, and other signals (including the purchase of flags for the same); _ for cotton-region observations and reports; for special observations and "g¤r¤¤·¤¤ ¤·¤r·>¤¤· pay of observers of West India stations during the hurricane season; s*rA1·-v01. xxvm:--18
