That the members of the legislature shall receive for their 'services, in addition to mileage at the rate of ten cents a mile each way, the sum of four hundred dollars for each regular session of the legislature, payable in three equal installments on and after the first, t irtieth, and fiftieth days of the session, and the sum of two hundred dollars for each extra session of the legislature. That each house may punish its own members for disorderly ` behavior or neglect of duty, by censure, or by a two·thirds vote suspend or expel a member.
