And every vessel used or employed in violation of this Act shall be liable to a line of not less than one hundred dollars or more than five hundred dollars or forfeiture, and shall be seized and proceeded against by process of libel in any court having jurisdiction of the offense. - _ _

That it shall be the duty of the Secretary of Commerce and Labor to enforce the provisions of this Act, and upon his request the Secretary of the Treasury and the Secretary of the Navy may employ the vessels of the Revenue-Cutter Service and of the Navy, respectively, to that end. [Public, No. 251.] Be it enacted Qi; the Senate and House of R@resen.tatv}ves of the United m*°* Cp gw States of America in Oongreca assembled, That the fire department of rxmn, em.the District of Columbia shall embrace the whole of the said District, and its personal and movable property shall be assigned and located as the Commissioners of said D·strict may direct within the appropriations made by Congress. ,mQ,Q,m;§‘*cT*uQg‘;",_,Q,_$ Sec. 2. That the Commissioners of the District of Columbia shall mmm. appoint, assign to such duty or duties, promote, reduce, fine, suspend, with or without pay, and remove all officers and members of the fire department of the District of Columbia according to such rules and re ulations as said Commissioners in their exclusive jurisdiction and m mk,. mg judgment may from time to time make, alter, or amend: Provided, HM- That the rules and regulations of the fire department heretofore promulgated are hereby ratified and shall remain in force until changed by said Commissioners.
