Res., 1%.8.] Resohed by the Senate and House of Representah}ves of the United States of America in Congress assembled, That the Interstate Commerce 1¤¤¤r¤¤¤¢¤. ,<>¤¤¤- Commission be, and is hereby, authorized and instructed immediately $&m$- to inquxre, investigate, and report to Congress, or to the President ;§§*,§§é°$l‘§uf,"(§§{ when Congress is not in session, from time to time as the investigation 1¤v¤¤¤iz¤¤<>¤ ¤¤· . proceeds- WZ2a?:;. vos. First. Whether any common carriers by railroad, subject to the €¤0P¤ of i¤v¤¤¤:¤- interstate—c0mmerce Act, or either of them, own or have any interest gg}6lBEOf$i]¤Bdl iu, by means of stock ownership in other corporations or otherwise, §{‘6s°f’°‘°““°“P’°P°* aug of the coal or oil which they, or either of them, directly or through ot er companies which they control or in which they have an interest, carry over their or any of their lines as common carriers, or in any manner own, control, or have any interest in coal lands ofproperties or oil lands or properties. Second. Whether the officers of any of the carrier companies afore- iHgQf;f·w‘Qg·éOgYrgi said, or any of them, 01* any erson or persons charged with the duty distribution otcm. of distributing cars or furnisging facilities to shippers are interested, either directly or indirectly, by means of stock ownership or otherwise in corporations or companies owning, operating, leasing, or otherwise interested in any coal mines, coal pro rties, or coal traiHc, oil, 0il roperties, or oil traffic over the railrougs with which they or any of tgem are connected or by which they or any of them are employed. Third. Whether there is any contract, combination in the form of mmrmwgiejfihg trust, or otherwise, or conspiracy in restraint of trade or commerce commerce. ‘ among the several States, in which any common carrier engaged in the transportation of coal or oil is interested, or to which it is a party; and whether any such common carrier monopolizes or attempts to l[0n0P0lhI¤3\nde, monopolize, or combines or conspires with any other carrier, comgany °°°‘ or companies, person or persons I:0 monopolize any part of the tra e or commerce in coal or oil, or traffic therein among the several States or with foreign nations, and whether or not, and if so, to what extent, such ca.rriers, or any of them, limit or control, directly or indirectly, O\k*¤;{? gsé°:1w£m¢1¤¤ the output of coal mines or the price of coal and oil fie ds or the price etc? ’ of oil. Fourth. If the Interstate Commerce Commission shall find that the Rgr;<;r&¤¤ ¤&;~{fg·=¤ facts or any of them set forth in the three pumggaphs above do exist, Jfmm, ed? P then that it be further required to report as to the effect of such relutionship, ownership, or interest in coal or cou! properties and coal tra.tHc, or oil, oil properties, or oil tmilic aforesaid, or such contracts or combinations in form of trust or otherwise, or conspiracy or such monopoly or attempt to monopolize or combine or conspire as aforesaid, upon such person or pers0ns as may be engaged independently of any other persons in mming coal or producing Oll and shipping the same, or other products, who may des1re to so engage, or upon the general public as consumers of such coal or oil. Fifth. That said Commission be also required to investigate and 0,R0gg*;’jpl;}‘;,3;{;$ report the system of Car sugply and disiifibution in effect upon the tributicm several railway lines engage in the transportation of coal or oil as aforesaid, and whether said systems are fair and equitable, and whether the same are carried out fmrly and properly; and whether said carriers, or any of them, discriminate against shippers or parties wishing bo become shippers over their several lmes, either in the matter of distribution of cars 01* in furnishing facilities or instrumentalities connected with receiving, forwarding, OY carrying coal or oil as aforesaid. Sixth. That said Commission be also required to report as to what Beporten remedies. remedy it can suggest to cure the evils above set forth, if they exist.
