Arm Wnnnms satisfactory evidence has been presented to me that the Government of the German Empire with resplect to German East Africa imposes no terms or restrictions, either in the way of tariff rates or provisions, trade or other regulations, charges, exactions, or in any other manner, directly or indirectly, upon the importation into or the ‘ sale in German East Africa of any agricultural, manufactured, or other roduct of the United States, which undul discriminate against the United States or the roducts thereof, and that the Government of the German Empire with) respect to German _East Africa pays no export bounty or imposes no export duty or prohibition upon the exportation of an article to the United States which undulyl discriminates against the Ifiited States or the products thereof, and t at the Government of the German Empire with respect to German East Africa accords to the agricultural, manufactured, or other products of the United States treatment which is reci rocal and eleliuivalentz 1¢¤¤¤¤¤¤g° ¤irg¥;_g Now, Tnnanroan, I? Wrnnrau owsrm Terr, President of the mbgmm me ar- United States of America, by virtue of the power in me vested by the “°" aforesaid Act of Congress, do hereby make known and proclaim that from and after March 31, 1910, and solo thereafter as the aforesaid Act of Co ss is in existence and theqgovernment of the German Empire mlitiicrespect to German East Africa imposes no terms or restrictions upon the imgortation or sale in German East Africa of the plrroducts of the United tates whichunduly discriminate against the nited States, all articles when imported into the United tates, or any of its possessions (excgpt. the Philippifne Islands and the islands of Guam an Tutuila), from erman East rica shall be admitted under the terms of the minimum tariff of the United States as prescribed by Section one of the Tariff Act of the United States approved August 5, 1909; R•*°°¤¤<>¤ if ¤¤¤¤• Provided, however, that this proclamation shall not take effect
