The use of wme spmts for the fortification of sweet wmes under this Act shall be under the immediate supervision of an officer of H1l36l'l'.\%l_ revenue, who shall make returns describing the kinds and quantities of wme so fortified, and shall affix such stamps and seals to the packages containing such wines as may be prescribed R M m_ by the Commissioner of Internal Revenue, with the approval of the epoetin, ac. Secretary of the Treasury; and the Commissioner of Internal Revenue shall provide by regulations the time within which wines so fortified with the WIDE sp1nts_so withdrawn maiy be subject to inspection, and for final accounting for the use o such wine spirits and for rewarehousing pr for payment of the tax on any portion of such wine spirits which remam not used 111 fortifying pure sweet wines.
