Sec. 14. That any supervisor of census may, with the approval of R€m°?l· ¤*°—i 0* the Director of the Census, remove any enumerator in his district www m` and fill the vacancy thus caused or otherwise occurrin . Whenever rG;*u¤r;;¤di¤H i¤¤¤¤¤¤* it shall a pear that any portion of the census providged for in this ' Act has been negligently or improperly taken, and is by reason thereof incomplete or erroneous, the Director of the Census may cause such incomplete and unsatisfactory enumeration and census to be amended or made anew. Sec. 15. That the Dir·ec for of the Census may authorize and direct I¤¤¤*‘¤*¤*¢¤‘S· supervisors of census to employ interpreters to assist the enumerators of their respective districts in the enumeration of persons not speak- ' ing the English language, but no authorizations shall be given for ,§s¤"i¤*i<>¤ ¤¤ ¤¤¤· such em loyment in any district until due and ro er eHort has P mg' been made to employ an enumerator who can speal; tlile language or languages for which the services of an interpreter would otherwise be required. It shall be the duty of such interpreters to accompany Duties,etc. the enumerators and faithfully translate the atter’s inquiries and the replies thereto, but in no case shall any such interpreter perform the duties of the enumerator unless commissioned as such by the Director of the Census. The com(pensation of such interpreters my. shall be fixed b the Director of the ensus in advance, and shall not exceed $5 per dliy for each day actually and necessaril em loyed. Sec. 16. That the compensation of enumerators shall be deter- {§'°&>£a¤¤tL&m¤¤¢m- mined by the Director of the Census as follows: In subdivisions where he shall deem such remuneration sufficient, an allowance of not less than 2 nor more than 4 cents for each inhabitant; not less than 20 nor more than 30 cents for each establishment of productive industry reported; not less than 20 nor more than 30 cents for each farm reported; not less than 20 nor more than 50 cents for each irrigation or drainage enterprise reported; and 10 cents for each barn and inclosure containing live stock not on farms. In other m‘°d'“‘°s· subdivisions the Director of the Census may fix a mixed rate of not less than $1 nor more than $2 per day and, in addition, an allowance of not less than 1 nor more than 3 cents for each inhabitant enumerated, and not less than 15 nor more than 20 cents for each farm and _ each establishment of productive industry reported. In other sub- "°"’*°'”'“‘°*· divisions er diem rates shall be fixed by the director according to the diflicullty of enumeration, having special reference to the r ons to be canvassed and the sparsity o settlement or other considhrations pertinent thereto. The compensation allowed to an enumerator- L*¤¤*¤**¤¤· in any such district shall not be less than $3 nor more than $6 per day of eight hours’ actual field work, and no payment shall be made for time-in excess of eight hours for any one day. The subdivisions or enumeration districts to which the several rates of compensation shall apply shall be designated by the Director of the Census at least two weeks in advance of the enumeration. No claim for mileage or exgflliizlge g;1¥¤"‘;E;*§ traveling expenses shall be allowed any enumerator in either class of aiiuiciued. subdivisions, except in extreme cases, and then only when authority has been previously granted by the Director of the Census; and the decision of the director as to the amount due any enumerator shall _ · be final: Provided, That within the limits of continental United States htgiiie. ac. re. each supervisor to be appointed or selected imder this Act shall be ¤'¤'°m°¤”· an actual resident of the district, and each enumerator to be appointed or selected under this Act shall, so far as practicable, be an actual resident of the subdivision within which his duties are to be performed; but an enumerator may be appointed if he be an actual resident of the city, township, or other civgo division of which the subdivision in which his duties are to be performed is a part. 1l2460°—voi. 40-r*r 1182
