The terms of office of these managers shall be for six years and until a successor is elected. _ The following gersons shall be entitled to the beneits of the Na- esiiiiiiiiiaufenziziam tional Home for isabled Volunteer Soldiers, and may be admitted V¤i·41.1>.405.¤m¤¤d· thereto upon the order of a member of the Board of Managers, °d° namely: Honorably discharged officers, soldiers, sailors, or marines who served m the regular, volunteer, or other forces of the United States or in the Organized Militia or National Guard when called into Blederal service, and who are disabled by diseases or wounds and who have no adequate means of support and by reason of such disability are_either temporarily or permanently incapacitated from carning a' hY1ng° , . State and Territorial homes for disabled soldiers and sailors: °°“°i““'““ dd °°‘ For continuing aid to State or Territorial homes for the support of disabled vo unteer soldiers, in conformity with the Act approved p_l£,ij°5’p‘*°°'V°1‘*1’ August 27, 1888, as amended, including all classes of soldiers admissible to the National Home for Disabled Volunteer Soldiers, $700,000: Provided, That for any sum or sums collected in any man- <}i$°uiiiio¤ from anner from inmates of such State or Territorial homes to be used for mmthe support of said homes a like amount shall be deducted from the aid herein provided for, but this proviso shall not apply to any State or Territorial home into which the wives or widows of soldiers are admitted and maintained. For every expenditure requisite for and incident to the inainte- AH°xp°m°S“ nance and operation, sanitation, and civil government of the Panama Ohm med Canal and `anal Zone, including the fo owing: Compensation of gpm ' all officials and employees, forei and domestic newspap)ers and periodicals; law books not exceeclgiig $500; textbooks and ooks of reference; printing and bindin , including printing of annual report; rent and personal services in gis District of Columbia; purchase or exchange of typewriting, adding, and other machines; purchase or Cmmsm mm exchange, maintenance, repair, and o eration of motor—propelled ` and horse-drawn passen er-carrying vehiicles; claims for damages to vessels passing through lie locks of the Panama Canal, as authorized by the Panama Canal Act; claims for losses of or damages to property arising from the conduct of authorized business operations; claims for damages to property arising from the maintenance and operation, sanitation, and civil overnment of the Panama Canal; acquisition of land and land undir water, as authorized in the Pan- mmm, 0, ummn ama Canal Act; expenses incurred in assembling, asserting, storing, iceable mmm, etc. repairing, and selling material, machinery, and equipment heretofore or hereafter purchased or acquired for the construction of the Panama Canal which are unserviceable or no longer needed, to be reimbursed from the proceeds of such sales; expenses incident to conducting hearings and examining estimates for appropriations on the Isthmus; e nses incident to any emergency arising because of calamity by wed, Bre, pestilence, or like character not foreseen rsreamsunssam. or otherwise provided for herein; r diem allowance in lieu of subsistence when prescribed by the Glgvernor of the Panama Canal to persons engaged in field work or traveling on official business, pur- v¤x.as,p.•m suant to section 13 of the Sundry Civil Appropriation Act agproved August 1, 1914; and for such other expenses not in the Unite States as the Governor of the Panama Canal may deem necessagy best to promote the maintenance and operation, sanitation, and C1 govern-
