When used in this Act-- MMM ¤*¢·¤¤¤- The term " departments and establishments " means any executive ,,Qf§,‘;,’§‘,,‘;‘,,,°{,’,},":E °°° department, independent commission, board, bureau, oilice, agency ` or other establishment of the Government, including the municipal government of the District of Columbia. The term " subsistence " means lodging, meals, and other necessary "S¤b·¤¤*e¤¤¤·" expeerises incidental to the personal sustenance or comfort of the trav er. " The term " actual expenses " means the actual amounts necessarily "·*¢*¤¤¤ ¤¤¤>¤¤¤¤•·" expended by the trave er for subsistence and itemized in accounts for reimbursement. _ V U The term ‘¥>er diem allowance " means adaily flat rate of pay- ,,,,,,;$’ ‘”°”‘ ‘“°"‘ ment in lieu o actual expenses. . . The allowance and ayment of actual expenses and the m§;1¤,§,lg*§§d°? ”° b° fixing and payment of per allowance, oruportionathereof, shall be in accordance with regulations which sh be promulgated by the heads of departments and establishments and which shall be standardized as "far as practicable and shall not be effective until ap roved by the President of the United States. M md Sno. 8. ,T e heads of departments and establishments, under regu- to mdigswmwuslii lations which shall be rescribed by the Secretary of the Treasury ` for the rotection of the United States, may advance through the proper dgsbursing oiiicers from applicable approplriations to any per- son entitled to actual ex nses or per diem a owance under this Act such sums as may be dfemed advisable considering the character and probable duration of the travel te be performed. Any sums so nmvery. advanced shall be recovered from the person to whom advanced, or his estate, by deduction from amount due from the. United States or by such other legal meth of recovery as maybe necessary. Sac. 9. All laws or parts of laws which are inconsistent with or mw 0, gngdikr in conflict with the provisions of this Act except such laws or parts §j;’,*;_°' *¤°°°"“°°° of law as specially fix or now rmit rates higher than the maxi- mum rates established in this Edt are hereby repealed or modified onl to the extent of such inconsistency or conflict.
