A PROCLAMATION °°°”**h*·’· WHEREAS it is provided by the Act of Congress approved i;i»°L°i.°¤.biiI rm. giezrch 4, 19085 entitgagi "A£hn Ach) to Amend gud Consolidjate ttlhe Alcts pecting p' " at eco 'tsec e ct excedpt the benedtrdg under Section 1(egythlimof as to wgich special con tions are imposed, shall extend to the work of an author or pro- prietor who is a citizen or subject of a foreign state or nation, only va. as. p. mr. upon certain conditions -set forth in Section 8 of the said Act to wit: (1% When an _alien_ author or Elroglrgetor shall be domiciled within the nited States at the time of e t publication of his work; or (b) When the foreign state or nation of which such I author or proprietor is a citizen or subject grants, either bg treaty convention agreement, or law, to citizens of the United tates the benefit of copyright on substantially the same basis as to its own citizens, or copyright protection substantially equal to the protection secured to su foreign author under this Act or by treat ; or when such foreign state or nation is a party to an intemationalya.%·eement which pro- vides for reciprocitg in the dgranting of copyrig t, by the terms of which algreement e Unite States may, at its pleasure, become a art§ ereto: ‘ P A D WHEREAS it is provided by Section 1 (e) of the said Act of Congrem, approved March 4, 1909, that the tprovisions of the Act "so far as they secure copyright controlling e parts of instruments serving to reproduce mechanically the musica work, shall include only compositions published and colpsyrighted after this Act goes into effect, an shall no include the wor o a foreign author or composer unless the foreign state or nation of which such author or composer is a citizen or su ject grants, either by treaty, convention, agreement or law to citizens of the United States similar rigthts"; ’ AND WHEREAS the President is authorized y the said Section 8 to determine by proclamation made from time to time the existence of the reciprocal conditions aforesaid, as the pruposes of the Act may urre; s INAND WHEREAS the President by proclamation dated April v¤L¤c.v.¤s. 9, 1910, did declare and proclaim that one of the alternative condi- tions s cified in Section 8 of the Act of March 4, 1909, was then and from 1, 1909, had been fulfilled in respect to the citizens of Chile an that the citizens of Chile were and since July 1, 1909, had been entitled to all the benefits of the said Act other than the benefits of Section 1(e) thereof. AND WHEREAS satisfactory official assuranceshave been received that in Chile protection of copyright, which is similar to the protec- tion adorded by Section 1 (e) 0 the Act of March 4, 1909, is an smce July 1, 1925, has been available to citizens of the United States.
