United States o f America in Congress assembled, That section 1044 R .S ., sec. 1044, p. of the Revised Statutes of the United States, as amended by the Act 191, amended . approved November 17, 1921 (chapter 124, Forty-second Statutes at Large, page 220), be amended so as to read as follows :
