, employed . str eet, str eet-clea ning, or road wo rk, or c onstruct ion and repair o f bui ldings a nd bridg es, or a ny gener al or sp ecial en gineerin g or con - stru ction work authorize d by appro priations may be emp loyed exclusively to carry into effect said appropriations when specifically and in writing ordered by the commissioners, and all such necessary expenditures for the proper execution of sai d wor k sha ll be p aid from and equitably charged against the sums appropriated for said work ; and the commissioners in their Budget estimates shall report the number of such employees performing such services, and their work, and the sums paid to each, and out of what appropriation Provisos.

Horses, vehicles, etc . SEC . 3. That all horses, harness, horse-drawn vehicles necessary for use in connection with construction and supervision of sewer, street, street lighting, road work, and street-cleaning work, including main- tena nce o f said hors es an d harn ess, and m ainten ance and r epair of said vehicles, and purchase of all necessary articles and supplies in co nne ct ion therewith, or on construction and repair of buildings and bridges, or any general or special engineering or construction work authorized by appropriations, may be purchased, hired, and maintained and motor trucks may be hired exclusively to carry into Spe cia l authority effect said ap propriat ions, wh en speci fically and in w riting o rdered from Commissioners for u sing. by the commissioners ; and all such expenditures necessary for the proper executio n of sai d work, exclusiv e of per sonal se rvices, shall be pa id fr om and equitably charged aga in st the sums appropriated for said work ; and the commissioners in the Budget estimates shall repor t the numbe r of horse s, veh icles , and harne ss pu rchas ed, an d horse s and vehic les h ired, and the sums paid for same , and out of what appropriation ; and all hor ses owne d or mai ntai ned by the District shall , so far as may be practicable, be provided for in stables Tem po T .
