BARRACKS AND QUARTERS AND OTHER BUILDINGS AND UTILITIES For all expenses incident to the construction, installation, opera- tion, and maintenance of buildings, utilities, appurtenances, and accesso ries n ecessa ry for the s helter , prote ction, and a ccommo dation of the Army and its personnel and property, where not specifically provided for in other appropriations, including personal services, purchase and repair of furniture for quarters for officers, warrant officers, and non-commissioned officers, and officers' messes and wall lockers and refrigerators for Government-owned buildings as may be approved by the Secretary of War, care and improvement of grounds, flooring and framing for tents, rental of buildings and grounds for military purposes and lodgings for recruits and appli- cants for enlistment, water supply, sewer and fire alarm systems, fire apparatus, roads, walks, wharves, drainage, dredging channels, purchase of water, and disposal of sewage, $12,668,944 : Provided, That this appropriation shall be available for the rental of offices, garages, and stables for military attaches : Provided further, That not exceeding $100,000 shall be available immediately for the pro- curement of fuel for the service of the fiscal year 1929 and not exceeding $80 .000 shall be available immediately for making altera- tions to the barge-office slip, New York City, on Governors Island Ferry : Provided further, That not exceeding $15,000 of this appro- priation shall be expended for completing work incident to and of repairing the old building known as the " Castle " at Fort Niagara, New York . In addition to this amount, the Secretary of War is authorized to expend such sums as may be contributed from private sources for the rehabilitation of such old building . SHOOTING GALLERIES AND RANGES For shelter, grounds, observation towers, shooting galleries, ranges for sm all-ar ms tar get pr actice , mach ine-gun pract ice, f ield, mobile , and rail way artil lery prac tice, rep airs, an d expense s inciden t thereto , including flour for paste for marking targets, hire of employees, such ranges and galleries to be open as far as practicable to the National Guard and organized rifle clubs under regulations to be prescribed by the Secretary of War, $42,000 . RENT OF BUILDINGS, QUARTERMASTER CORPS For rent of buildings and parts of buildings in the District of Columbia for military purposes, $15,300 : Provided, That this appro- priation shall not be available if space is provided by the Public Buildings Commission in Government-owned buildings . SEWERAGE SYSTEM, F ORT MO NRO E, VIR GIN IA For repair and maintenance of wharf and apron of wharf, includ- ing all necessary labor and material therefor, fuel for waiting rooms ; water, brooms, and shovels, $20,280 ; for one-third of said sum, to be supplied by the United States, $6,760 . 335 Provisos.
