CH. 656. 1928 . the establishment and maintenance of camps of instruction, and schools on ships for the further practical instruction of members of the Naval Reserve Officers' Training Corps, and for transporting members of such corps to and from such camps or ships and to subsist them while traveling to and from such camps or ships and Commutation of while remaining therein so far as appropriations will permit or, travel allowance . i n lieu of transporting them to and from such camps or ships and subsisting them while en route, to pay them travel allowance at the rate of 5 cents per mile for the distance by the shortest usually traveled route from the places from which they are authorized to proceed to the camp or ship and for the return journey thereto, and to pay the return travel ay in advance of the actual performance of the travel ; for pay for students attending advanced camps or advanced schools on ships at the rate prescribed for enlisted men of Subsistence commu- tation . the seventh pay grade ; for the payment of commutation of sub- sistence to members of the senior division of the Naval Reserve Officers' Training Corps, at a rate not exceeding the cost of the Medical, etc., treat- ment .

commuted ration of the Navy ; for medical and hospital treatment , subsistence until furnished transportation, and transportation when fit for travel to their homes of members of the Naval Reserve Officers' Training Corps injured in line of duty while at camps of instruction or on ships ; and for the cost of preparation and transportation to their homes and burial expenses of the remains of the members of the Naval Reserve Officers' Training Corps who die while attending camps of instruction or on ships ; and for the cost of maintenance, repair, and operation of motor-propelled passenger-carrying vehicles Provisos . Uniforms, etc ., from $89,200, to remain available until December 31, 1929 :

.PProvided, That Navy st ock . uniforms and other equipment or material issued to the Naval Reserve Officers' Training Corps in accordance with law may be furnished from surplus or reserve st ocks of the N avy without pa y- ment from this appropriation, except for actual expenses incurred in Price cur rent to go v- the manufacture or issue : Provided further, That in no case shall ern payments . the amount paid from this appropriation for uniforms, equipment, or material furnished to the Naval Reserve Officers' Training Corps from stocks under the control of the Navy be in excess of the price current at the time the issue is made . For maintenance of the Naval War College on Coasters Harbor Island, including care of grounds, $101,400 ; services of a professor of international law, $2,000 ; servi ces of civili an lect urers, render ed at the War College, $2,000 ; care and preservation of the library, including the purchase, binding, and repair of books of reference and periodicals, $5,000 ; in all, $110,400 : Provided, That the sum to be paid out of this appropriation under the direction of the Secre- tary of the Navy for clerical, inspection, drafting, and messenger service for the fiscal year ending June 30, 1929, shall not exceed $68 ,518 .
