CH. 848 . 1930. on charge of offense against any laws in force in the District of Columbia, or committed to the guardianship of the board, or held as witnesses, or held temporarily, or pending hearing, or otherwise, including transportation, operation and maintenance of motor vehi- cles, food, cl othing, medicine and medical supplies, rental, repair, and upkeep of buildings, fuel, gas, electricity, ice, supplies and equip- ment, and other necessary expenses including not to exceed $18,240 for personal services, $41,250 . The disbursing officer of the District of Columbia is authorized to advance to the director of public welfare, upon requisitions previ- ously approved by the auditor of the District of Columbia and upon such secur ity as may be required of sai d director by the commission- ers, sums of money not to exceed $400 at any one time, to be used for expenses i n placing and visiting childr en, traveling on official busi- ness of the board, and for office and sundry expenses, all such expenditures to be accounted for to the accounting officers of the Distr ict of Columb ia within one month on it emized vouche rs prop- erly approved . For maintenance, care, and support of inmates, rewards for fugi- tives, discharge gratuities provided by law, medical supplies, farm implements, tools, equipment, transportation expenses, purchase and maintenance of livestock and horses, maintenance and operation of nonpassenger-carrying vehicles ; fuel for heating, lighting, and power, and all other necessary items, $275,000 . For continuing construction of permanent buildings, including sewers, water mains, roads, and other necessary utilities ; for equip- ment for new build ings, and for replacement or reconstru ction of the building housing workhouse prisoners at the Ninth Street Wharf in the District of Columbia, $125,000 . For commencing construction of buildings and inclosing walls, inc luding equipm ent and furni ture, to prov ide for the custody of such prisoners as should be confined within a walled inclosure, $150,000, to be immediately available . For repairs to buildings, improvement of grounds, and mainte- nance of utilities, marine and railroad transportation facilities, and mechan ical equipment not used in in dustrial enterprises, $17,500 . For remodeling, rearrangement, and consolidation of power, heat- ing, and lighting facilities ; for construction of a permanent water supply , filtration, and fire-protec tion system ; a n d f or e q ui p me n t and necessary expenses in connection therewith, $87,500 . To provide a working capital fund for such indus trial enterprises as may be approved by the Commissioners of the District of Colum- bia, $50,000 : Provided, That th e various dep artments and institu- tio ns of the Dis trict of Colu mbia and the Federal Gove rnment may purcha se, at fair market prices, as determined by the commission ers, such surplus products and services as meet their requirements, and 979 Ma int enan ce, etc .
