1169 rent as have been or shall be legally constituted for the study, adv ancement , and ben efit of agricult ure, com merce, an d other indus- tries ; the chief purpose of this department being to foster, promote, and develop the agricultural interests and the welfare of the farmers of Porto Rico ; to improve their market conditions, and to advance their opportunities for profitable sale of their products, and shall perform such other duties as may be prescribed by law ." SEC . 3 . That between sections 18 and 19 of said Organic Act, approved March 2, 1917, a new section is hereby inserted to , read as follows " SEC . 18 (a) . That the Commissioner of Labor shall have charge of such bur eaus and branches of gove rnment a s have be en or sh all be legally constituted to foster and promote the welfare of the wage earners of Porto Rico ; to improve their working conditions, and to advance their opportunities for profitable employment, and shall perform such other duties as may be prescribed by law ." CRAP. 219 .-An Act To extend the time for construction ofa free highway bridge across the Sabine River where Louisiana Highway Numbered 21 meets Texas H ighway Numbered 45. Be it enacted by the Senate and House of Representatives of the United States o f America in Congress assembled, That the times for commencin g and completing the construction of a bridge authorized by Act of Congress approved January 29, 1929, to be built by the State of Louisiana and the State of Texas across the Sabine River where Louisiana Highway Numbered 21 meets Texas Highway Num- bered 45, are hereby extended one and three years, respectively, from the date of approval hereof . SEC. 2. The right to alter, amend, or repeal this Act is hereby expressly reserved . Appr oved, Febr uary 18, 1931 . Be it enacted by the Senate and House of Representatives of the U nited Sta tes of A merica in Congress assembl ed, That in order to facilitate interstate commerce, improve the postal service, and pro- vide for military and other purposes, the Louisiana Highway Com- missio n and the State Highway Commis sion of Texas be, and are he reby, au thorized to const ruct, ma intain, and oper ate a fre e high- way bridge and approaches thereto across the Sabine River, between Sabine Parish, Louisiana and Sabine County, Texas, at a point s uitab le to the inte rests of navig ation , wh ere L ouisi ana Highw ay Numbered 6 meets Texas Highway Numbered 21, in accordance with the provisions of an Act entitled "An Act to regulate the construc- tion of bridges over navigable waters," approved March 23, 1906 . SEC . 2 . There is hereby conferred upon the Louisiana Highway Commission, and the State Highway Commission of Texas all such rights and powers to enter upon lands and to acquire, condemn, occupy, possess, and use real estate, and other property needed for the location, construction, operation, and maintenance of such bridge and its approaches as are possessed by railroad corporations for railroad purposes or by bridge corporations for bridge purposes in 57894§- i1-74 Authorityandduties.
