Be it enacted by the Senate and House of R epre sent ativ es of the Allegheny River . United States o f America in Congress assembled, That the consent Penns ylva nia may of Congress is hereby granted to the Commonwealth of Pennsylvania bridg e, at Pre siden t . to co nstruc t, mai ntain, and operat e a fr ee hi ghway bridge and approaches thereto across the Allegheny River, at a point suitable to the interests of navigation, at or near President, Venango County, Pennsylvania, in accordance with the provisions of an Act entitled "An Act to regulate the construction of bridges over navigable waters," app roved March 2 3, 1906 . [Pub. Res., No. 127 .1 Resolved by the Senate and House of Rep rese ntat ives of the United States o f America in Congress assembled, That nothing con- tained in the Act approved May 28, 1928 (45 Stat . 785), entitled "An Act extending the time of construction payments on the Rio Grande Federal irrigation project, New Mexico-Texas," shall be construed to deny authority to the Secretary of the Interior to enter into a contract with the Elephant Butte irrigation district of New Mexico and/or El Paso County Water Improvement District Num- bered 1, of Texas, in accordance with the provisions of the Act approved May 25, 1926 (44 Stat . 636) , and/or the Act approved December 5, 1924 (43 Stat . 672), Approved, March 3, 1931 . CHAP . 451 .-Joint Resolution To provide for the erection of a suitable me- mori al to the Second Div ision, American Expe ditionary Forces . Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the Director of Public Buil dings and Pub lic Parks of the National C apital be, and is hereby, authorized and directed to grant permission to the Second Division Memorial Association, American Expeditionary Forces, throug h Major Gener al J . G . Har bord, United States Army, retired, president, or his successors in office, for the erection as a gift to the pe ople of the U nited States on public grou nds in the District of Columbia, a memorial to the Second Division : Provided, That the design and location for the memorial shall be approved by the National Commission of Fine Arts : Provided further, That such monument shall be erected under the supervision of the Direc- tor of Public Buildings and Public Parks of the Nation al Capital and that the United States shall be put to no expense in or by the erection of sa id monument .
