(4) The q uantities in the weights and meas ures of the coun try or place from which the m ercha ndise is shi pped, or in the weights and measures of the United States ; (5) The purchase price of each item in the currency of the purchase, if the merchandise is shipped in pursuance of a pur- chase or an agreement to purchase ; (6) If the mer chandise is shipp ed other wise than in purs u- ance ofa purchase or an agreement to purchase, the value for each item, in the currency in which the transactions are usually made, or, in the absence of such value, the price in such currency th at the ma nuf act ure r, seller, shipper, or owner would have rec eived, or was wil ling to receive, for such merchan dise if sold in the ordinary course of trade and in the usual wholesale quantitie s in the country of exportation ; (7) The kind of currency, whether gold, silver, or paper ; (8) All charges upon the merchandise, itemized by name and amount when kn own to the seller or shipper ; or all charges by na me (including commissions, insurance, freight, cases, con- tainers, coverings, and cost of packing) included in the invoice prices wh en the amounts for such charges are unknown to the seller or shipper ; (9) All rebates, drawbacks, and bounties, separately item- ized, allowed upon the exportation of the merchandise

(10) Any other facts deemed necessary 'to a proper appraise- ment, examination, and classification of the merchandise that the Secretary of the Treasury may require . (b) SHIP MENTS NOT PURCHASED AND NOT SHIPPED BY MANUFAC- TURER.-If the merchandise is shipped to a person in the United States by a person other than the manufacturer, otherwise than by purchase, such person shall state on the invoice the time when, the place where, the person from whom such merchandise was pur - chased, and the price paid t herefor in the cu rrency of the pu rchase, stating whether gold, silver, or paper . (C) PURCHASES IN Dle'FE RENT C ONSUL AR DISTRICTS .-When the merchandise has been purchased in different consular districts for shipment to the United States and is assembled for shipment and embraced in a single invoice which is produced for c ertific ation under the provisions of paragraph (2) of subdivision (a) of section 482 of this Act, the invoice shall have attached thereto the original bills or invoi ces r ecei ved b y the shi pper, or e xtra cts t heref rom, show - ing the actual prices paid or t o be paid for su ch merchandise . The consular officer to whom the invoice is so produced for certification may require that any such original bill or invoice be certified by the consular officer for the district in which the merchandise was p urcha sed . (d) EXCEPTIONS BY REGULATIONS .-The Secretary of the Tr eas ury m ay by re gulation s provide for suc h except ions from the req uire- ments of this section as he deems advisable . SEC. 482. CERTIFIED IN VOICE . (a) CER' PiFICA TION IN GENERAL .-Every invoice covering mer - c handise exceedin g $100 in value shall, at or befo re the time of t he s hipment of the m erchandise, or a s soon thereafter as the conditio ns will permit, be produced for certification to the consular officer of the Un ited S tates - (1) For the consular district in which the merchand ise was m anuf actu red, or p urch ased , or from whi ch it was to be delivered pursua nt to contract ; (2) For the consular district in which the merchandise is ass emb led and repacked for shipment to the Uni ted St ate s, if it has been purchased in different consular districts .
