Such classification shall be made after hearing, upon notice to the carrier, the State commission (or the Governor, if the State has no State commission) of any State in which the property of said carrier is located, and such other persons as the Commission may prescribe . (d) In making a valuation of the property of any wire telephone carrier the Commission, after making the classification authorized in this section, may in its discretion value only that part of the property of such carrier determined to be used in interstate or foreign telephone toll service . TIT LE III -SP ECI AL P ROV ISI ONS RE LATI NG TO RAD IO L ICE NSE FOR RA DIO CO MMU NICA TIO N OR TRANSMISSION OF ENERGY S ECT ION 301 . It is the purpose of this Act, among other things, to maintain the control of the United States over all the channels of interstate and foreign radio transmission ; and to provide for the use of such channels, but not the ownership thereof, by persons for limited periods of time, under licenses granted by Federal authority, and no such license shall be construed to create any right, beyond the terms, conditions, and periods of the license . No person shall use or operate any apparatus for the transmission of energy or communica- tions or signals by radio (a) from one place in any Territory or possession of the United States or in the District of Columbia to another plac e in the same Territory, p ossession, or Di strict ; or (b) from any State, Territory, or possession of the United States, or from the District of Columbia to any other State, Territory, or possession of the United States ; or (c) from any place in any State, Territory, or possession of the United States, or i n the District of Columbia, to any place in any foreign country or to any vessel ; or (d) within any State when the effects of such use extend beyond the bor ders of said State, or whe n interference is caused by such use or operation with the transmission of such energy, com- munications, or signals from within said State to any place beyond its borders, or from any place beyond its borders to any place within said State, or with the transmission or reception of such energy, communications, or signals from and/or to places beyond the borders of said State ; or (e) upon any vessel or aircraft of the United States ; or (f) upon any other mobile stations within the jurisdic- tion of the United States, except under and in accordance with this Act and with a license in that behalf granted under the provisions of this Act . ZONES SEC . 302. (a) For the purposes of this title the United States is divided into five zones, as follows : The first zone shall embrace the States of Maine, New Hampshire, Vermont, Massachusetts, Con- nectic ut, Rh ode Is land, New Y ork, N ew Jer sey, Delawa re, Ma ry- land, and the District of Columbia ; the second zone shall embrace the States of Pennsylvania, Virginia, West Virginia, Ohio, Michi- gan, and Ke ntuc ky ; the third zone shall embrace the States of North Carolina, South Carolina, Georgia, Florida, Alabama, Ten- nessee, Mississippi, Arkansas, Louisiana, Texas, and Oklahoma ; the fourth zone shall embrace the States of Indiana, Illinois, Wisconsin, Minnesota, North Dakota, South Dakota, Iowa, Nebraska, Kansas, and Missouri ; and the fifth zone shall embrace the States of Montan a, Ida ho, Wy oming , Colo rado, New Me xico, Arizo na, Ut ah, Nevada, Washington, Oregon, and California .
