NATI ONAL ADV ISOR Y CO MMIT TEE FOR AERO NAUT ICS For scientific research, technical investigations, and special reports in the field of aeronautics, including the necessary laboratory and technical assistants ; contracts for personal services in the making of special investigations and in the preparation of special reports ; traveling expenses of members and employees ; including not to exceed $500 for expenses, except membership fees, of attendance upon meetings of technical and professional societies ; office supplies and other mi scellaneous e xpenses, incl uding technica l periodicals and books of reference ; equipme nt, maintenanc e, and operat ion of the Langley Memorial Aeronautical Laboratory ; purchase, main- tenance, operation, and exchange of motor-propelled passenger- carrying vehicles, including not more than one for general adminis- trative use in the District of Columbia ; personal services in the field and the District of Columbia ; in all, $707,792, of which amount not to exceed $2,000 may be expended for allowances for living quarters, including heat, fuel, and light, as authorized by the Act approved June 26, 1930 (46 Stat . 818), but not to exceed $720 may be so used for any one person and not to exceed $84,600 for personal services in the District of Columbia . For all printing and binding for the National Advisory Com- mittee for Ae ronaut ics, in cluding all o f its o ffices, labor atories , and services located in Washington, District of Columbia, and elsewhere, $18,700 . PUERTO RICAN HURRICANE RELIEF COMMISSION To enable the Puerto Rican Hurricane Relief Commission to con- tinue collection and administration of moneys due the United States on ac count of loa ns ma de und er the joint reso lution s approved December 21, 1928 (45 Stat . 1067), and January 22, 1930 (46 Stat . 57), not to exceed $25,000 of any unobligated balances of appropria- tions made by authority of those joint resolutions, including repay- ment of principal and/or payments of interest on such loans, is hereby made available for administrative expenses during the fiscal year 1935 : Provided, That otherwise proper payments made or to be made prior to July 1, 1934, for administrative or other necessary expenses shall not be questioned because of the nonavailability of the loan appropriations for such expenses : Provided further, That no part of any unexpended balances available for expenditure by the Commission may be used for making any new loans after January 15, 1934.
