NETHERLANDS-RECIPROCAL TRADE-DEC. 20 , 1935 Supplementary Proclamation. BY THE PRESIDENT OF THE UNITED STATES OF AMERICA. A PROCLAMATION. WHEREAS, by my proclamation of December 28, 1935, I did make public the Trade Agreement, including four annexed Schedules, which, pursuant to Section 350 (a) of the Tariff Act of 1930 of the Congress of the United States of America, as amended by the Act of June 12, 1934, entitled "AN ACT To Amend the Tariff Act of 1930", I entered into, on December 20, 1935, with Her Majesty the Queen of the Netherlands, in order that the provisions of Articles I to XVI, inclusive, thereof, should be observed and fulfilled with good faith by the United States of America and the citizens thereof on and after February 1, 1936, pending ratification of the Agreement by Her Majesty the Queen of the Netherlands, as is provided in Article XVII of the Agreement, and that the entire Agreement and every part thereof should be so observed and fulfilled one month after the day of the communication of the ratification by Her Majesty the Queen of the Netherlands to the Government of the United States of America and of the proclamation by the President of the United States of America to the Netherlands Government, as is also provided in Article XVII of the said Agreement; AND WHEREAS the intercommunication of the proclamation of the President of the United States of America and the ratification of Her Majesty the Queen of the Netherlands took place at Washington on April 8, 1937, as is evidenced by a Protocol signed on that day by the Secretary of State of the United States of America and the Envoy Extraordinary and Minister Plenipotentiary of the Netherlands at Washington; Now, THEREFORE, be it known that I, Franklin D. Roosevelt, President of the United States of America, supplementing my said proclamation of December 28, 1935, do hereby proclaim that the entire Agreement will come into force on May 8, 1937; and I do hereby call upon the United States of America and all the citizens thereof to observe and fulfill the said Agreement and every part thereof with good faith on and from that date. IN TESTIMONY WHEREOF, I have hereunto set my hand and caused the Seal of the United States of America to be affixed.
