AMERICAS AND SPAIN-RESOLUTIONS OF THE CONGRESS VOTOS DEL CONGRESO El IV Congreso Postal Am6ri- coespafol recomienda a todos los paises que forman esta Uni6n: I Que constituyendo el servicio de encomiendas postales un medio que facilita las relaciones comerciales entre los paises contratantes, seria conveniente derogar cuantos requi- sitos signifiquen una restricci6n para la efectividad de dicho servicio y suprimir la exigencia de facturas y visados consulares, asi como los certificados de origen, para las en- comiendas cuyo valor no exceda de 150 francos oro o su equivalencia. II Que en vista de que los anuncios constituyen un medio de divul- gaci6n uitil y conveniente, ten- diente a aumentar el conocimiento de los pueblos, el Congreso opina que los envios de tal naturaleza deberian ser transportados en el servicio postal internacional sin estar sujetos a derechos aduaneros o a requisitos que tiendan a limitar sus fines. III Que las Administraciones de la Uni6n Postal de las Americas y Espana creen, a series posible, una Oficina de Informaci6n en la sede de las Centrales de Correos, con un sal6n de lectura, en el cual se pongan a disposici6n del pdblico, libros, diarios, revistas y publica- ciones en general de los distintos pafses de la Uni6n, remitidos gratuitamente por los gobiernos, empresas editoriales, autores, etc. IV Que gestionen de las Compafiias de navegaci6n de pafses extrafios a la Uni6n Postal de las Americas ITranslation by Post Office Department. RESOLUTIONS OF THE CONGRESS ' The Fourth Americo-Spanish Postal Congress recommends to all the countries forming this Union: I That, as the parcel-post service constitutes a medium which facili- tates commercial relations among the contracting countries, it would be fitting to abolish all require- ments which signify a restriction on the effectiveness of said service, and to abolish the requirement for consular invoices and visas, as well as certificates of origin, for parcels whose value does not ex- ceed 150 gold francs or the equiva- lent thereof. II In view of the fact that adver- tisements constitute a useful and convement medium for spreading information which tends to in- crease the knowledge of the peoples, it is the sense of the Congress that articles of that nature should be transported in the international postal service without being sub- ject to customs duties or to re- quirements which tend to limit their aims. III That the Administrations of the Postal Union of the Americas and Spain create, if possible, Infor- mation Offices in the Central Post Offices, with reading rooms, in which are placed, at the disposal of the public, books, newspapers, magazines, and publications in general from the different coun- tries of the Union, furnished gratuitously by the Governments, publishing companies, authors, etc. IV That they try to obtain from steamship companies of countries foreign to the Postal Union of the Resolutions of the Congress. Recommendations. Abolishment of re- quirements restricting service. Consular invoices visas, etc. Transit of adver- tisements. Creation of informa- tion offices in central post offices.
