It shall be unlawful for any agent or agents, attorney or attorneys, to exact, collect, withhold, or receive any sum of the amount appro- priated in this Act in excess of 10 per centum thereof on account of services rendered in connection with said claim, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon con- viction thereof shall be fined in any sum not exceeding $1,000. Approved March 20, 1944. [CHAPTER 114] AN ACT For the relief of Carl F. R . Wilson. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That notwith- standing the provisions and limitations of sQctions 15 to 20, both inclusive, of the Act entitled "An Act to provide compensation for employees of the United States suffering injuries while in the per- formance of their duties, and for other purposes", approved September 7, 1916, as amended (U. S . C ., 1940 edition, title 5, secs. 765-770), the United States Employees' Compensation Commission is hereby authorized and directed to receive and consider, when filed, the claim of Carl F. R. Wilson, a former employee of the Pateft Office, for disability due to tuberculosis alleged to have been proximately caused by his employment in the service of the United States between May 5, 1937, and January 29, 1941, and to determine said claim upon its merits under the provisions of said Act: Provided, That said claim shall be filed with the United States Employees' Compensation Com- mission not later than ninety days after the date of enactment of this Act: Providedfurther, That no benefits hereunder shall accrue prior to the date of enactment of this Act. Approved March 20, 1944. [CHAPTER 115] AN ACT For the relief of William Kovatis. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That William Kova- tis, formerly of the United States Marine Corps, shall be entitled to medical care at Government expense at a facility of the Veterans' Administration, until a finding by competent authority that no further improvement can be made by continued treatment, for the injury sustained at the Naval Prison, Portsmouth, New Hampshire, on November 3, 1941: Provided,That no compensation, retirement pay, back pay, pension, or benefits other than benefits provided for herein shall be held to have accrued prior to or subsequent to the enactment of this Act: Provided further, That nothing contained in this Act shall operate to change the nature of the discharge given to William Kovatis on May 18, 1942.
