Advice atd consent WHEREAS the Senate of the United States of America, by their to ratification. resolution of December 8, 1947, two-thirds of the Senators present concurring therein, did advise and consent to the ratification of the aforesaid treaty; Ratification. WHEREAS the aforesaid treaty was duly ratified by the President of the United States of America on December 12, 1947, in pursuance of the aforesaid advice and consent of the Senate; Ante, p. 1703. WHEREAS it is provided in Article 22 of the aforesaid treaty that the treaty shall come into effect between the States which ratify it as soon as the ratifications of two-thirds of the Signatory States have been deposited; menpt of ratinstir- WHEREAS, according to notifications received by the Government of the United States of America from the Pan American Union, in- struments of ratification of the aforesaid treaty have been deposited by two-thirds of the Signatory States, as follows: the Dominican Republic on November 21, 1947; the United States of America on December 30, 1947; Panama on January 12, 1948; Colombia on February 3, 1948; Honduras on February 5, 1948; El Salvador on March 15, 1948; Brazil on March 25, 1948; Haiti on March 25, 1948; Paraguay on July 28, 1948; Uruguay on September 28, 1948; Venezuela on October 4, 1948; Nicaragua on November 12, 1948; Mexico on November 23, 1948; and Costa Rica on December 3, 1948; Effective date. WHEREAS, according to a notification received by the Government of the United States of America from the Pan American Union, the Ante, p. 1703. requirements of the aforesaid Article 22 have been fulfilled and the aforesaid treaty came into effect on December 3, 1948; Proclamation. Now, THEREFORE, be it known that I, Harry S. Truman, President of the United States of America, do hereby proclaim and make public the aforesaid inter-American treaty of reciprocal assistance to the end that the said treaty and each and every article and clause thereof may be observed and fulfilled with good faith, on and from the third day of December, one thousand nine hundred forty-eight, by the United States of America and by the citizens of the United States of America and all other persons subject to the jurisdiction thereof. IN TESTIMONY WHEREOF, I have hereunto set my hand and caused the Seal of the United States of America to be affixed.
