The provisions of Part II of the General Regulations supplement Article 8 of the Convention defining the scope and structure of the Ate, p . 1421 . International Consultative Committees. 2. Consultative Committees shall also observe the applicable Rules of Procedure of Conferences contained in Part I of the General Regulations. Ant ,p. 1495 Chapter 8 Conditions for Participation 1. (1) The International Consultative Committees shall have as members: - a) as of right; Administrations of Members and Associate Members of the Union; b) upon request; such recognized private operating agencies as have expressed a desire to have their experts participate in the work of the Committees, subject to the procedure indicated below. (2) The first request from a recognized private operating agency to take part in the work of a Consultative Committee shall be addressed to the Secretary General who shall inform all the Members and Associ- ate Members of the Union and the Director of the Consultative Com- mittee concerned. A request from a private operating agency must be approved by the Administration of the Government recognizing it. (3) Any private operating agency, member of a Consultative Committee, shall have the right to withdraw from participation in the work of this Consultative Committee when it so desires, by notify- ing the Director of the Committee. The withdrawal shall become effective one year from the date of the notification. 2. (1) International organizations, which are coordinating their work with the International Telecommunication Union and which have related activities, may be admitted to participate in the work of the Consultative Committees in an advisory capacity. (2) The first request from an international organization to take part in the work of a Consultative Committee shall be addressed to the Secretary General who shall invite by telegram all the Members 81939--52 -PT. --- 15
