the classification laws: Provided, That in addition to the amount appropriated herein, tribal funds may be advanced to Indian tribes during the current fiscal year for such purposes as may be designated by the governing body of the particular tribe involved and approved by the Secretary: Provided, however, That no part of this appropriation or other tribal funds shall be used for the acquisition of land or water rights within the States of Nevada, Oregon, Washington, and Wyoming, either inside or outside the boundaries of existing Indian reservations, if such acquisition results in the property being exempted from local taxation.

Restriction.

GEOLOGICAL SURVEY SURVEYS, INVESTIGATIONS, AND RESEARCH

For expenses necessary for the Geological Survey to perform surveys, investigations, and research covering topography, geology, and the mineral and water resources of the United States, its Territories and possessions; classify lands as to mineral character and water and power resources; give engineering supervision to power permits and Federal Power Commission licenses; enforce departmental regulations applicable to oil, gas, and other mining leases, permits, licenses, and operating contracts; publish and disseminate data relative to the foregoing activities; and for the Geological Survey or the General Services Administration to acquire a site and to prepare plans and specifications for a building or buildings to meet the special needs of the Geological Survey in the metropolitan area of Washington, District of Columbia, without regard to Revised Statutes, page 3709, as amended (41 U.S.C. 5), and section 302(c) of the Act of June 30, 1949, as amended (41 U.S.C. 252 (c)); $36,000,000, of which $5,800,000 shall be available only for cooperation with States or municipalities for water resources investigations: Provided, That no part of this appropriation shall be used to pay more than one-half the cost of any topographic map)ping or water resources investigations carried on in cooperation with any State or municipality: Provided further, That not to exceed $415,000 of the unobligated balance remaining on June 30, 1957, of the appropriation granted under this head in the Department of the Interior and Related Agencies Appropriation Act, 1957, shall remain available during the current fiscal year for construction of special-purpose buildings. ADMINISTRATIVE PROVISIONS

The amount appropriated for the Geological Survey shall be available for purchase of not to exceed one hundred and twenty-five passenger motor vehicles, for replacement only; reimbursement of the General Services Administration for security guard service for protection of confidential files; contracting for the furnishing of topographic maps and for the making of geophysical or other specialized surveys when it is administratively determined that such procedures are in the public interest; construction and maintenance of necessary buildings and appurtenant facilities; acquisition of lands for gaging stations; and payment of compensation and expenses of persons on the rolls of the Geological Survey appointed, as authorized by law, to represent the United States in the negotiation and administration of interstate compacts, including not to exceed $10,000 for the person appointed by the President to participate as the representative of the United States in the administration of the compact consented to by the Act of May 31, 1949 (63 Stat. 145).
