(c) E x c e p t w i t h respect to determination s m a d e under subsection (a) of t h i s section, the A d m i n i s t r a to r shall prescribe such r e g u l a t i o n s as may be necessary to c a r r y o u t the provisions of t h i s section and section 412 of t h i s title. § 423. Certifications by A d m i n i s t r a to r W h e n e v e r the A d m i n i s t r a to r determines on the basis of a claim for benefits filed w i t h h i m that a death occurred under the circumstances r e f e r r e d to i n section 1476(a) of title 10, or section 321(b) of title 32, h e shall certify that fact to the Secretary concerned. I n all other cases, he shall m a k e the determination r e f e r r e d to in such section 1476 (a) o r 321 (b) a t the request of the Secretary concerned.
