Appropriations under this title available for salaries and Uniforms. expenses shall be available for uniforms or allowances therefor as authorized by the Act of September 1, 1954, as amended (5 U.S.C. 68 Stat. 1114. 2131). Grants-in-aid SEC. 204. None of the funds appropriated by this title to the Social State agencies. of Security Administration for grants-in-aid of State agencies to cover, in whole or in part, the cost of operation of said agencies, including the salaries and expenses of officers and employees of said agencies, shall be withheld from the said agencies of any States which have established by legislative enactment and have in operation a merit system and classification and compensation plan covering the selection, tenure in office, and compensation of their employees, because of any, disapproval of their personnel or the manner of their selection by the agencies of the said States, or the rates of pay of said officers or employees. SEC, 205. SEC. 207. Hereafter any appropriation available for the pay and allowances of commissioned officers of the Public Health Service may be utilized for the payment of claims as authorized by the Act of September 2, 1957 (71 Stat. 575). Any obligational authority for planning or construction thority, extension. of any building made available to the Department of Health, Education, and Welfare, which otherwise expires for obligation on June 30, 1959, shall remain available until June 30, 1960. SEC. 209. The Secretary is authorized to make available not to exceed $1,500 from funds available for salaries and expenses under this title for entertainment, not otherwise provided for, of officials, visiting scientists, and other experts of other countries. SEC. 210.
