RESEARCH AND T E C H N I C A L SERVICES (SPECIAL FOREIGN C U R R E N C Y PROGRAM)

For purchase of foreign currencies which the Treasury Department determines to be excess to the normal requirements of the United States, for necessary expenses of the National Bureau of Standards, as authorized by law, $500,000, to remain available until expended: Provided, That this appropriation shall be available, in addition to other appropriations to the Bureau, for the purchase of the foregoing currencies. For expenses incurred, as authorized by section 1 of the Act of September 2, 1958 (15 U.S.C. 278c-278e), in the acquisition, construction, improvement, alteration, or emergency repair of buildings, grounds, and other facilities including a plasma physics building, a radio warning service building, and a paint shop; design of a radio standards laboratory; and procurement and installation of special research equipment and facilities, therefor; $2,000,000, to remain available until expended. CONSTRUCTION OF F A C I L I T I E S

For an additional amount for "Construction of facilities", including construction, equipment, and expenses of occupying the facilities, $30,000,000, to remain available until expended: Provided, That not to exceed $6,250,000 of this amount shall be available for payment to the "Working capital fund". National Bureau of Standards, foir additional capital for purchase of equipment. W O R K I N G CAPITAL

FUND

The "Working capital fund" shall be available, during the current fiscal year, for the purchase of not to exceed four passenger motor vehicles for replacement only. WEATHER BUREAU SALARIES AND EXPENSES

For expenses necessary for the Weather Bureau, including maintenance and operation of aircraft; purchase of upper air supplies for delivery through December 31, of the next fiscal year; and not to exceed $10,000 for maintenance of a printing office in the city of Washington, as authorized by law; $59,500,000. RESEARCH A N D DEVELOPMENT

For expenses necessary for the conduct of research by the Weather Bureau, including development and service testing of equipment; purchase of two aircraft; operation and maintenance of aircraft; and for acquisition, establishment, and relocation of research facilities and related equipment; $11,000,000, to remain available until June 30, 1965: Provided, That appropriations granted under this head, in the fiscal year 1962, shall be merged with this appropriation.
