SEC. 407. Notwithstanding the provisions of section 701 of the Economic Opportunity Act of 1964, no funds to which a State is otj^erwise entitled under title I, IV, X, X IV, X VI, or X IX of the Social Security Act for any period before the first month beginning after the adjournment of a State's first regular legislative session which adjoums after August 20, 1964 (the date of enactment pf the Economic Opportunity Act of 1964), shall be withheld by reason of any action taken pursuant to a State statute which prevents such State from complying with the requirements of subsection (a) of such section 701. (a) Section 1108 of the Social Security Act is amended— ^ j ^ ^y striking out "$9,800,000, of which $625,000 may be used only for payments certified with respect to section 3(a)(2)(B) or 1 6 0 3 (a)(2)(B) " and inserting in lieu thereof "$9,800,000"; (2) by striking out "$330,000, of which $18,750 may be used only for payments certified with respect to section 3(a)(2)(B) or 1 6 0 3 (a)(2)(B) " and inserting m lieu thereof "$330,000"; and (3) by striking out "$450,000, of which $25,000 may be used only for payments certified with respect to section 3(a)(2)(B) or 1603(a)(2)(B) " and inserting in lieu thereof "$450,000". (b) The amendments made by subsection (a) shall be effective in the case of Puerto Rico, the Virgin Islands, or Guam with respect to fiscal years beginning on or after the date on which its plan under ^{^1^ X l X of Uie Soclal Security Act is approved. Clause (2)(B) of section 406(a) of the Social Security ^^^ ^s amended by striking out "(as determined in accordance with standards prescribed by the Secretary) a student regularly attending a high school in pursuance of a course of study leading to a high school diploma or its equivalent," and inserting in lieu thereof " ( a s determined by the State in accordance with standards prescribed by the Secretary) a student regularly attending a school, college, or university,".
