For expenses necessary to provide for a statue of Lincoln, to be presented to the people of Mexico, as authorized by the Act of August 4, 1964 (Public Law 88-399), $100,000, to remain available until expended.

GENERAL PROVISIONS—DEPARTMENT OF STATE

102. Appropriations under this title for "Salaries and expenses", "International conferences and contingencies", and "Missions to international organizations" are available for reimbursement of the General Services Administration for security guard services for protection of confidential files. SEC. 103. No part of any appropriation contained in this title shall be used to pay the salary or expenses of any person assigned to or serving in any office of any of the several States of the United States or any political subdivision thereof. SEC. 104. None of the funds appropriated in this title shall be used (1) to pay the United States contribution to any international organization which engages in the direct or indirect promotion of the principle or doctrine of one world government or one world citizenship; (2) for the promotion, direct or indirect, of the principle or doctrine of one world government or one world citizenship. SEC. 105. It is the sense of the Congress that the Communist Chinese Government should not be admitted to membership in the United Nations as the representative of China. This title may be cited as the "Department of State Appropriation Act, 1966". SE«.

TITLE II—DEPARTMENT OF JI'STICE LEGAL ACTIVFITES AND GENERAL ADMINISTRATION SALARIES AND EXPENSES, GENERAL ADMINISTRATION

For expenses necessary for the administration of the Department of Justice and for examniation of judicial offices, including purchase (one for replacement only) and hire of passenger motor vehicles; and miscellaneous and emergency expenses authorized or approved b j the Attorney General or the Assistant Attorney General for Administration; $5,339,000. SALARIES AND EXPENSES, GENERAL LEGAL ACTIVITIES

For expenses necessary for the legal activities of the Department of Justice, not otherwise provided for, including miscellaneous and emergency expenses authorized or approved by the Attorney General or the Assistant Attorney General for Administration; not to exceed $20,000 for expenses of collecting evidence, to be expended under the direction of the Attorney General and accounted for solely on his certificate; and advances of public moneys pursuant to law (31 U.S.C. 529); $21,350,000. ALIEN ItROPERTY ACTIVITIES LIMITATION ON ( J E N E R A L ADMINISTRATIVE EXPENSES
