Authorizing Grants as Well as Contracts for Language and x\rea Centers (c) Section 601(a) of such Act is amended further by inserting "grants to or" after "arrange through" in the first sentence, and by inserting "grant or" before "contract" each time that it appears in the second and third sentences. Vesting Authority for Language and Area Programs in Secretary (d) Section 601 of such Act is further amended by striking out "Commissioner" each time such term occurs therein and inserting in lieu thereof "Secretary". (2) by striking out the word "title" in section 1102 and inserting in lieu thereof the word "part"; and (3) by adding at the end thereof a new part as follows: " P A R T II—INTERNATIONAL AFFAIRS "INTERNATIONAL AFFAIRS INSTITUTES FOR SECONDARY SCHOOL TEACHERS
"SEC. 1111. There are authorized to be appropriated $3,500,000 for the fiscal year ending June 30, 1967, and $6,000,000 for the fiscal year ending June 30, 1968, to enable the Commissioner to arrange through contracts with institutions of higher education for the establishment and operation of short-term or regular-session institutes for teachers in secondary schools in order to give them a broader understanding of international affairs. Any such arrangement may cover the cost of the establishment and operation of the institute with respect to which it is made, including the cost of grants to the statT of travel in the foreign areas, regions, or countries with M'hich the subject matter of the field or fields in which they are or will be working is concerned, and the cost of travel of foreign scholars to enable them to teach or assist in teaching in such institute and the cost of their return, and shall be made on such conditions as the Commissioner finds necessary to carry out the purposes of this section. "SEC. 1112. The Commissioner is authorized to ]>ay stipends to any individual to study in a program assisted under tli.e provisions of this part upon determining that assisting such individual in such studies will promote the purpose of this part. Stipends under the provisions of this section may include allowances for dependents and for travel to and from the place of residence."
