(d) The basic compensation of each employee subject to the Postal Field Service Schedule, the Rural Carrier Schedule, or the Fourth Class Office Schedule immediately prior to the effective date of this section shall be determined as follows: (1) Each employee shall be assigned to the same numerical step for his position which he had attained immediately prior to such effective date. I f changes in levels or steps would otherwise occur on such effective date without regard to enactment of this Act, such changes shall be deemed to have occurred prior to conversion. (2) I f the existing basic compensation is greater than the rate to which the employee is converted under paragraph (1) of this subsection, the employee shall be placed in the lowest step which exceeds his basic compensation. I f the existing basic compensation exceeds the maximum step of his position, his existing basic compensation shall be established as his basic compensation. Section 4107 of title 38, United States Code, relating to ^^ ^^at. 1117. grades and pay scales for certain positions within the Department of Medicine and Surgery of the Veterans' Administration, is amended to read as follows: "§ 4107.
