Public Law 89-548 AN ACT To amend the Revised Organic Act of the Virgin Islands to provide for the reapportionment of the Legislature of the Virgin Islands. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 5(b) of the Revised Organic Act of the Virgin Islands (48 U.S.C. 1571(b)), is amended to read as follows: "(b) The legislature shall be composed of fifteen members to be known as senators. The apportionment of the legislature shall be as provided by the laws of the Virgin Islands: Provided, That such apportionment shall not deny to any person in the Virgin Islands the equal protection of the law: And provided further, That every voter in any district election or at large election shall be permitted to vote for the whole number of persons to be elected in that district election or at large election as the case may be. Until the legislature shall provide otherwise, four members shall be elected a t large, five shall be elected from the District of Saint Thomas, five from the District of Saint Croix, and one from the District of Saint John, as those Districts were constituted on July 22, 1954." SEC. 2. This Act shall be effective with respect to the legislature to be elected at the regular general election in November 1966, and thereafter. Approved August 30, 1966.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That clause (c) of section 102 of the joint resolution of June 30, 1966 (Public Law 89-481), is hereby amended by striking out "August 31, 1966" and inserting in lieu thereof "September 30, 1966". Approved August 31, 1966.

To amend the Act incorporating the American Legion so as to redefine eligibility for membership therein.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 3 of the Act entitled "An Act To Incorporate the American Legion", approved September 16, 1919 (41 Stat. 285; 36 U.S.C. 43), is hereby amended to read as follows: "SEC. 3. The purpose of this corporation shall be: To uphold and defend the Constitution of the United States of America; to promote peace and good will among the peoples of the United States and all
