For participation in the construction, operation, and maintenance of a large prototype desalting plant in Southern California, as authorized by the Act of May 19, 1967 (Public Law 90-18), $1,000,000, to remain available until expended. For an additional amount for "Forest protection and utilization", for "Forest land management", $38,975,000, of which the following amounts shall be derived by transfer from amounts reserved, pursuant ^Q Public Law 90-218, under appropriations available to the Department of Agriculture, as follows: "Salaries and expenses". Agricultural Research Service, $2,546,000; "Payments and expenses". Cooperative State Research Service, $4,155,000; "Cooperative extension work, payments and expenses", Extension Service, $3,114,000; "School lunch program". Consumer and Marketing Service, $1,578,000; "Salaries and expenses". Foreign Agricultural Service, $987,000; "Cropland conversion program". Agricultural Stabilization and Conservation Service, $2^2,000; and "Rural water and Avaste disposal grants". Farmers Home Administration, $2,000,000; Provided, That in addition, not to exceed $6,477,000 shall be available from the amount reserved, under the appropriation "Forest protection and utilization", pursuant to Public Law 90-218, for such increased pay costs and expenses of fighting forest fires as may be necessary in the subappropriations under such appropriation. Not to exceed $1,382,000 shall be available for increased pay costs from the amount reserved, under the contract authorization granted under this head, pursuant to Public Law 90-218,
