Public Law 91-194 AN ACT February 9, 1970

Making appropriations for Foreign Assistance and related programs for the fiscal ' [H. R. 15149] year ending June 30, 1970, and for other purposes.

Be it enacted by the Senate and House of Representatives of the Foreign AssistUnited States of America in Congress assembled, That the following ance and Related sums are appropriated, out of any money in the Treasury not otherwise program^ Xppra appropriated, lor Foreign Assistance and related programs for the p^^tion Act, 1970 fiscal year ending June 30, 1970, and for other purposes, namely:

TITLE I—FOREIGN ASSISTANCE ACT ACTIVITIES FUNDS APPROPRIATED TO THE PREsmENT

For expenses necessary to enable the President to carry out the provisions of the Foreign Assistance Act of 1961, as amended, and ^s Stat. 424^ for other purposes, to remain available until June 30, 1970, unless note. otherwise specified herein, as follows: ECONOMIC ASSISTANCE

Technical assistance: For expenses authorized by section 202, si Stat. 449; 83 Stat. 805. $353,250,000, distributed as follows: 22 USC 2172. (1) World-wide, $166,750,000; (2) Alliance for Progress, $81,500,000 (section 204); and 22ul'c2^2\^2 (3) Multilateral organizations, $105,000,000 (section 4 0 1 (a)(1)), 22 USC 2222! of which not less than $13,000,000 shall be available only for the United Nations Children's F u n d: Provided, That no part of this appropriation shall be used to initiate any project or activity which has not been justified to the Congress, except projects or activities relating Assistance to to the reduction of population growth: Provided further, That the Cuba, restriction. President shall seek to assure that no contribution to the United Nations Development Program authorized by the Foreign Assistance Act of 1961, as amended, shall be used for projects for economic or technical assistance to the Government of Cuba, so long as Cuba is governed by the Castro regime: Provided further, That none of the funds contained in this paragraph shall be available for transfers authorized by section 202 of the Foreign Assistance Act of 1969. American schools and hospitals abroad: For expenses authorized by section 304(b), $25,900,000, to be used solely for the following insti- 22 USC 2174 tutions or programs: American University of Beirut, Lebanon $9, 490, 000 American Farm School, Thessaloniki, Greece 100, 000 Robert College, Istanbul, Turkey 2,300,000 American University in Cairo, Egypt 200, 000 Escuela Agricola, Panamericana, Honduras 200, 000 Admiral Bristol Hospital, Istanbul, Turkey 75, 000 Project Hope 500,000 Weizmann Institute, Israel 2, 500, 000 Merkaz Lechinuch Ichud, Israel 1, 900, 000 Amana Ulpenat B.A., Israel 600, 000 Hadassah (expansion of medical facilities in Israel) 4,850,000 Hospital and Home for the Aged, Zichron-Yaakov, Israel 650, 000 Beth Yaacov Avat Girl's School ..___ 1,200,000 Educational Center of Galilee 800,000 Hospital in Chemke, Nigeria 500,000 Program Support 35, 000 American schools and hospitals abroad (special for e i ^ currency program): For assistance authorized by the Foreign Assistance Act of 1961, as amended, $3,000,000 for the University of North Africa, Tangier, Morocco, in foreign currencies which the Treasury Depart-
