(3^ Section 3111(b) of such Code (relating to rate of tax on employers for purposes of hospital insurance) is amended by striking out paragraphs (2) through (5) and inserting in lieu thereof the following: "(2) with respect to wages paid during the calendar years 1973, 1974, 1975, 1976, and 1977, the rate shall be 1.0 percent;

' "(3) with respect to wages paid during the calendar years i." 1978, 1979, and 1980, the rate shall be 1.25 percent; "(4) with respect to wages paid during the calendar years 1981, 1982, 1983, 1984, and 1985, the rate shall be 1.35 percent; and i. "(5) with respect to wages paid after December 31, 1985, the rate shall be 1.45 percent." Effective date. (c) The amendments made by subsectious (a)(1) and (b)(1) shall apply only with respect to taxable years beginning after December 31, 1972. Section 205(c)(2) of the Social Security Act is amended— (1) by inserting " (A) " immediately after " (2) "; and (2) by adding at the end thereof the following new subparagraph: " (B)(i) I n carrying out his duties under subparagraph (A), the Secretary shall take affirmative measures to assure that social security account numbers will, to the maximum extent practicable, be assigned to all members of appropriate groups or categories of individuals by assigning such numbers (or ascertaining that such numbers have already been assigned): " (I) to aliens at the time of their lawful admission to the United States either for permanent residence or under other authority of law permitting them to engage in employment in the United States and to other aliens at such time as their status is so changed as to make it lawful for them to engage in such employment; " ( II) to any individual who is an applicant for or recipient of benefits under any program financed in whole or in part from
