contracts made under title I of the Economic Opportunity Act extending for more than twenty-four months: Provided further, That all ffrant agreements shall provide that the General Accounting Office shall have access to the records of the grantee which bear exclusively upon the Federal grant: Provided further, That this appropriation shall be available for the purchase and hire of passenger motor vehicles, and for construction, alteration, and repair of buildings and other facilities, as authorized by section 602 of the Economic Opportunity Act of 1964, and for the purchase of real property for traming centers.
