For necessary expenses to carry out the National Foundation on the Arts and the Humanities Act of 1965, as amended, $105,275,000 of which $46,025,000 shall be available until expended to the National Endowment for the Arts for the support of projects and productions in the arts through assistance to groups and individuals pursuant to section 5(c) of the Act; $8,250,000 shall be available until expended to the National Endowment for the Arts for assistance pursuant to section 5(fi:) of the Act; $44,500,000 shall be available until expended to the National Endowment for the Humanities for support of activities in the humanities pursuant to section 7(c) of the Act; and $6,500,000 shall be available for administering the provisions of the Act: Provided, That not to exceed 3 per centum of the funds appropriated to the National Endowment for the Arts for the purposes of sections 5(c) and 5(s) and not to exceed 3 per centum of the funds appropriated to the National Endowment for the Humanities for the purposes of section 7(c) shall be available for program development and evaluation.
