the data obtained under the exploratory programs to determine the fair market value of the mineral rights to be conveyed, and (3) preparing and issuing the instrument of conveyance. SEC. 5. Moneys paid to the Secretary for administrative costs shall be paid to the agency which rendered service, and deposited to the appropriation then current. Moneys paid for the minerals or mineral interests conveyed shall be deposited into the general fund of the Treasury as miscellaneous receipts. Approved June 1, 1974. Migratory Bird Treaty Act, amendments.

U.S.-Japanese convention terms, addition.

AN ACT To amend the Migratory Bird Treaty Act of July 3, 1918 (40 Stat. 755), as amended, to extend and adapt its provisions to the Convention between the United States and the Government of Japan for the protection of migratory birds and birds in danger of extinction and their environment, concluded at the city of Tokyo, March 4, 1972. Be it enacted by the Senate and House of Representatives of the United States of Ainerioa in Congress assembled, That section 2 of the Migratory Bird Treaty Act (16 U.S.C. 703) is amended— (1) by striking out", or any part, nest, or ^gg of any such birds," and insert in lieu thereof ", any part, nest, or egg of any such bird, or any product, whether or not manufactured, which consists, or is composed in whole or part, of any such bird or any part, nest, or egg thereof,"; (2) by striking out "and" immediately after "1916,"; and (3) by striking out the period at the end thereof and inserting in lieu thereof the following: ", and the United States and the Government of Japan for the protection of migratory birds and birds in danger of extinction, and their environment concluded March 4, 1972.". SEC. 2. The title of the Migratory Bird Treaty Act is amended to read as follows: "An Act to give effect to the conventions between the United States and other nations for the protection of migratory birds, birds in danger of extinction, game mammals, and their environment.". SEC. 3. The amendments made by this Act shall take effect on the date on which the President proclaims the exchange of ratifications of the convention between the United States and the Government of Japan for the protection of migratory birds and birds in danger of extinction, and their environment, concluded March 4, 1972, or on the date of the enactment of this Act, whichever date is later.
