The C o n g r e s s declares that i t is e s s e n t i a l — (1) to assure effective congressional c o n t r o l over the b u d g e t a r y process; (2) to p r o v i d e for the congressional determination each year of the a p p r o p r i a t e level of Federal revenues and expenditures; (3) to p r o v i d e a system of i m p o u n d m e n t c o n t r o l; (4) to establish national budget priorities; and (5) to p r o v i d e for the furnish i n g of information by the executive b r a n c h i n a m a n n e r that will assist the C o n g r e s s i n discharging its duties.
