SEC. 303. The Director shall— (1) develop and furnish (upon request) prescribed forms for the making of the reports and statements required to be filed with him under this Act; (2) develop a filing, coding, and cross-indexing system consonant with the purposes of this Act; (3) make the reports and statements filed with him available for public inspection and copying, commencing as soon as practicable but not later than the end of the second day following the day during which it was received, and to permit and facilitate copying of any such report or statement by hand and by duplicating machine, as requested by any person, at reasonable cost to such person, except any information copied from such reports and statements shall not be sold or utilized by any person for the purpose of soliciting contributions or for any commercial purpose; (4) preserve such reports and statements for a period of ten years from date of receipt; (5) compile and maintain a current list of all statements or parts of statements on file pertaining to each candidate; (6) prepare and publish such other reports as he may deem appropriate; (7) assure dissemination of statistics, summaries, and reports prepared under this title; (8) make from time to time audits and field investigations with respect to reports and statements filed under the provisions of this title, and with respect to alleged failures to file any report or statement required under the provisions of this title; and (9) perform such other duties as the Board may require. S E C 304. The Board and Director may, in the performance of its functions under this Act, request the assistance of the Comptroller General of the United States, including such investigations and audits as the Board and Director may determine necessary, and the Comptroller General shall provide such assistance with or without reimbursement, as the Board and Director and the Comptroller General shall agree. S E C 305. (a) Effective January 2, 1975, there is established within the Government of the District of Columbia a committee to be known as the "District of Columbia Board of Elections and Ethics Nominating Committee" (hereinafter in this Act referred to as the "Committee"). The Committee shall have the function of nominating individuals for appointment as members of the District of Columbia Board of Elections and Ethics for any and all vacancies occurring on such Board on or after the date on which a majority of the members first appointed pursuant to this section hold their first meeting as members of the Committee. Such nominations shall be made by the Committee in accordance with the provisions of this section. The Committee shall consist of five members. Within ten days following the date on which a majority of the members are first appointed pursuant to this section, such members so appointed shall hold their first meeting as members of the Committee. (b)(1) Two members of the Committee shall be appointed by the Mayor, at least one of whom shall be a lawyer.
