For the Upper Colorado River Storage Project, as authorized by the Act of April 11, 1956, as amended (43 U.S.C. 620d), to remain available until expended, $24,621,000, of which $22,967,000 shall be available for the "Upper Colorado River Basin F u n d " authorized by section 5 of said Act of April 11, 1956, and $1,654,000 shall be available for construction of recreational and fish and wildlife facilities authorJ2;ed by section 8 thereof, and may be expended by bureaus of the Department through or in cooperation with State or other Federal agencies, and advances to such Federal agencies are hereby authorized: Provided, That no part of the funds herein approved shall be available for construction or operation of facilities to prevent waters of Lake Powell from entering any national monument. PROJECT

For advances to the Lower Colorado River Basin Development Fund, as authorized by section 403 of the Act of September 30, 1968 ^g2 g^at. 894), for the construction, operation, and maintenance of projects authorized by title III of said Act, to remain available until expended $55,800,000, of which $32,800,000 is for liquidation of contract authority provided by section 303(b) of said Act. PROJECTS

For construction, operation and maintenance of projects authorized ^y ^j^g ^ ^ t of Juuc 24, 1974, Public Law 93-320, to remain available until expended, $27,650,000. OPERATION A N D M A I N T E N A N C E

For operation and maintenance of reclamation projects or parts thereof and other facilities, as authorized by law; and for a soil and moisture conservation program on lands under the jurisdiction of the Bureau of Reclamation, pursuant to law, $97,000,000, of which $80,730,000 shall be derived from the reclamation fund and $3,218,000 shall be derived from the Colorado River Dam fund: Provided, That funds advanced by water users for operation and maintenance of reclamation projects or parts thereof shall be deposited to the credit of this appropriation and may be expended for the same objects and in the same manner as sums appropriated herein may be expended, and the unexpended balances of such advances shall be credited to the appropriation for the next succeeding fiscal year: Provided further, That no part of the funds appropriated herein shall be used directly or indirectly for the operation of the Newlands Reclamation project in the State of Nevada. PROGRAM
