No funds appropriated herein for the government of the District of Columbia for the operation of educational institutions, the compensation of personnel, or for other educational purposes may be used to permit, encourage, facilitate, or further partisian political activities. Nothing herein is intended to prohibit the availability of school buildings for the use of any community group during nonschool hours. SEC. 15. Appropriations in this Act shall be available for services as authorized by 5 U. S. C 3109, at lates to be fixed by the Commissioner. Space and SEC. 16. No part of any appropriation contained in this Act shall be services. available for paying to the Administrator of the General Services Administration in excess of 90 per centum of the standard level user charge established pursuant to section 210(j) of the Federal Property 40 USC 490. j^j^(j Administrative Services Act of 1949, as amended, for space and services.
