For an additional amount for "Expenses of Referees," $52,000, to be derived from the Referees' salary and expense fund established pursuant to the Act of June 28, 1946, as amended (11 U.S.C. 68,102), and, to the extent of any deficiency in said fund, from any monies in the Treasury not otherwise appropriated. For carrying out the initial phases of planning and implementation of speedy t r i a l plans pursuant to Title I of the Speedy Trial Act of 1974, $2,500,000, to remain available until expended, and to be aliocated to the Federal judicial districts by the Administrative Office of the United States Courts.
