SEC. 101. (a) Section 103(b) of the Clean A i r Act is amended by striking out paragraph (5), redesignating the following paragraph s accordingly, and a d d i n g the following at the end thereof: " I n carryi n g out the provisions of subsection (a), the A d m i n i s t r a to r shall p r o vide t r a i n i n g for, and make t r a i n i n g g r a n t s to, personnel of air pollution control agencies and other persons with suitable qualifications and make g r a n t s to such agencies, to other public or nonprofit p r i v a t e agencies, institutions, and organizations for the purposes stated in subsection (a)(5).
