PUBLIC LAW 95-112—SEPT. 24, 1977 (4) Section 541 of the Act is amended by inserting the following new subsection: "(c)(1) Notwithstanding any other provision of law the National Council established by subsection (a) of this section shall continue to exist until October 1, 1979.
