SEC. 1113. NO BUDGET AUTHORITY FOR ANY FISCAL YEAR BEFORE FISCAL YEAR 1981. Nothing in this Act shall be construed as authorizing the enactment of new budget authority for any fiscal year beginning before October 1, 1980. SEC. 1114. EFFECTIVE DATE. Except as otherwise provided in this title, this title shall take effect 19 USC 2581 on the date of enactment of this Act. ^°Approved July 26, 1979.
